Heather Carter
State Senator - District 15
Republican

It is my honor to be your state representative, and I hope to earn your vote for state senate! I have a track record of working closely with constituents and industry professionals to solve complex state issues. I've worked to streamline government, strengthen the economy, encourage job creation, and improve healthcare and education. As Health Committee Chairwoman, I successfully sponsored healthcare reforms to provide a more cost-effective, patient-focused system, in addition to addressing Arizona's opioid crisis from both the mental health and public safety perspectives. My experience as a former PVUSD teacher and current Clinical Associate Professor at ASU inspired my successful efforts to improve student safety, increase academic accountability and encourage schools to be more innovative, efficient and effective. I championed the appropriation of more money to our public schools and the restoration of funding, which enabled teachers and school staff to receive raises. I support the Second Amendment; I am pro-life and support policies to address illegal immigration and public safety. I am recognized and endorsed by local organizations that promote conservative principles, effective schools, veterans' issues and strong family values. Most importantly, I am a mom, wife and daughter; and I hope to earn you vote!

Kristin Dybvig-Pawelko
State Senator - District 15
Democratic
I am Kristin Dybvig-Pawelko and I am running for state senate in LD15. I have worked in higher education all of my adult life and have taught at ASU for the past 19 years. I have seen how state funding for higher education has drastically decreased despite the state constitution's mandate for University tuition to be, ‘as nearly free as possible'. I'm incensed that the same thing is happening in our K-12 public education. During the #RedforEd walkouts, I watched our teachers raising their voices in unison, letting our legislature know how their inaction was costing our children. The solutions offered and agreed upon simply do not go far enough. Our schools should be fully funded, safe places for all children to learn. As a wife, mother of three school age children, former PTO president, member of the governing board at my children's school, and a nearly lifelong Arizona resident, I am passionate about equal opportunity and access to a quality education. We must fight for school funding, school safety, and mental health assistance for all of Arizona's residents. As a graduate of Arizona State and Cornell Universities, I've seen the positive impact that education can have on people's lives.

My name is John Allen and I'm running to be your State Representative from LD 15. I'm excited about putting forth an agenda that that reflects the conservative values of our district. I am a low-tax, pro-life, private property rights, conservative that believes government should do the things it must, like foster care and policing, the best we can with the resources available. I have worked hard to craft policy to address many of the pressing issues such as education, foster care, the elderly and the developmentally disabled. People ask me "why would anyone want to be in the Legislature in this state?" I can confidently say that there is no better place to serve than in Arizona right now. We are at a crossroad in the state and our nation. This election is a crucial one, to turn away from a government that wants to equalize outcomes by removing our freedom. Arizonans want their government to equalize access to education, economic opportunity, and good infrastructure, but not one that redistributes our wealth. To win, you must vote for someone willing to fight.

Restraining government is key to a prosperous economy. Burdensome regulations, taxes and unaccountable bureaucracies stifle entrepreneurs, revenues and our basic human freedoms. As your Senator I've resisted government mandates, including Obamacare, and sponsored affordable options and reforms including Health Care Sharing, Direct Primary Care, long-term care insurance, Right-to-Shop and meaningful price transparency. More is needed. Dedicated oversight of government agencies and protecting our constitutional freedoms are just as essential. Two new laws I promoted this session are cases in point - prohibiting judges or DCS from considering blind parents unfit solely on the basis of their disability and undoing the pharmacist ‘gag' order prohibiting them from communicating drug cost and alternatives with customers. I have listened to parents whose untreated mentally ill sons and daughters are repeatedly homeless, hospitalized, jailed or have died - and enacted substantial system reforms. I have stood for the unborn, border security, the second amendment, ended patient brokering and promoted common sense prison reforms proven to reduce recidivism. As our economy flourished, I wholeheartedly supported significant new education funding while requiring system accountability, protecting local control and every child's opportunity to attend the school that best meets their needs. Thank you for your support!

I am a wife, mother, and former prosecutor of politicians. I was raised in LD 15 and was educated in our terrific public school system. I left Arizona in 2003 to attend Notre Dame Law School. During my career, I worked for the Cook County State's Attorney's Office, prosecuting unscrupulous politicians who used their position to get rich at the public's expense. Since returning to the district, I've spent my time teaching at Arizona Summit Law School and advocating for better education and maternity care within our state. I have also run a part-time law office focusing on Special Education and Birth Law issues. Last year alone, my firm donated over 500 hours of legal work to children, mothers, and birth workers throughout Arizona. I also donate my time to non-profit boards. As the Secretary of the Arizona Association for Gifted and Talented, I have spent countless hours with our elected officials educating them on the need to fully fund education for all students. Our district needs someone who shares our values of honest government, fully funded education, and accountable representation. We need someone who can bring our district together and is willing to work hard to make it happen.

It's time for change in Arizona. Holding true to our core values, we can secure a better future for our community. Our schools will thrive if we restore the lost decade of funding-update our textbooks, fix our buses, and fill open positions with certified teachers. Tech and vocational skills should be available with affordable college opportunities. Our students"”youths and adults"”need access to the tools to build their own future. Arizona is primed for business development if we improve our infrastructure. Economic growth requires safe transportation with increased capacity, and increased internet speed. Small businesses will prosper with growth incentives and an educated workforce. Our communities and businesses deserve a long-term strategy for groundwater security to protect our future with drought-contingency planning developed with public engagement and not back-room deals. We can also make sure Arizona is Open For Business by updating our laws to protect against discrimination and harassment. Our values define our policies. I will take up the fight to give our children and working families a chance for success and a secure future through a good education, access to quality and affordable healthcare, freedom from discrimination, and a strong economic future.
