In 2014, the people of Arizona elected me to serve them at the Arizona Corporation Commission (ACC). Today, I proudly serve as Chairman of the ACC. Four years ago, I pledged to support sensible energy policies, eliminate red tape, and protect consumers and ratepayers, not special interests, and I have done just that! Under my leadership, the ACC has lowed utility rates by more than $160 million. Savings we passed along to ratepayers, thanks to President Trump's tax cuts. The ACC created and passed a Code of Ethics to hold our office to the highest standard and restore public trust. We have modernized the office and eliminated hundreds of unnecessary rules and regulations. For example, a new business can file an LLC online, rather than coming in person and waiting in line. As your Commissioner, I supported policies that have put nearly $100 million into our schools through energy savings and broadband installation. With your vote, I will continue to fight for the hardworking taxpayer. While I have accomplished a lot, there is still more to do. Throughout my private-sector career, from ice-skating rinks to homebuilding, and waste management to finance, I've been a proponent of free markets and smaller government. Clean water and affordable power remain key to Arizona's economic future and my background in water and natural resource management uniquely qualify me for this office. We've spent the summer watching a corruption/bribery trial involving a commissioner, a lobbyist, and an owner of a utility company, yet I'm still the only candidate with a real plan to restore integrity to Arizona's scandal-filled commission. I've proposed adoption of the Arizona Code of Judicial Conduct which is the same code of ethics adopted by the Arizona Supreme Court and followed by every judge in Arizona. I lead by example and that's why I'm not accepting campaign contributions from regulated utilities or their lobbyists. Arizona's regulators must put integrity first and protect ratepayers. While the following are not Corporation Commission issues per se, voters often ask me, so yes, as a conservative Republican, I'm pro-life, pro-2nd Amendment, and pro-secure borders. I am joining with Bill Mundell as The Integrity Team to stop the CORRUPTION at the Corporation Commission. When we were Commissioners, we protected customers from unjustified rate increases by APS/Pinnacle West and other monopolies/utilities. We strongly advocated for the development of solar energy. If Commissioners were doing their job, Johnson Utility customers would have clean, safe and reasonably priced water to drink. Arizona should be the Solar Energy Capital of the World. We will make sure that happens! Together, we will create a healthier Arizona with sustainable, well paying jobs throughout this state. In my years of public service, I spent 12 years in the legislature, four years on a school board, and four on the Commission. As Commissioner, I co-authored energy efficiency requirements and protected solar and renewable requirements. Millions in dark money were spent against me when I ran for re-election, and dark money now threatens Arizona's democracy. I ask for your vote so I can again protect Arizonans from unjustified rate increases and advance solar. I promise to uncover and reverse any corrupt decisions. I started my public service career exposing corruption in Chandler. As a result, I was appointed its Presiding Judge. I next served as Chair of the House Environment Committee, where I sponsored numerous pieces of legislation protecting Arizona's environment. I served as a Commissioner from 1999 to 2009. As Chair, I co-authored one of the first regulations in the nation requiring utilities generate a percentage of their electricity from solar and other renewable sources, as well as the current requirements. I ask for your vote so I can again protect Arizonans from unjustified rate increases, expose corruption and reverse any corrupt decision.

Jim brings a unique, needed skillset that is currently absent at the Arizona Corporation Commission. With 42 years of experience in finance, responsible for regulatory compliance, investment portfolio management, and enterprise leadership, Jim is the only candidate with that expertise. Jim advised the California State Senate on rewriting investment law, ensuring that the notorious Orange County bankruptcy would never happen again. As a Constitutional Conservative, Jim O'Connor will protect utility customers, crack down on financial crime, fight unsound regulations, restore public trust in the ACC, and - most importantly - uphold the Arizona State Constitution. When Jim is elected, he will serve only one term, and will not run for reelection. His hope is that his self-imposed term-limit will set a precedent for future commissioners. It has been an honor to serve on the Arizona Corporation Commission since being appointed by Governor Ducey in October of last year. My number one priority on the Commission has been to serve with the highest standards of ethics and integrity and to do everything in my power to strengthen the public confidence in the Commission. With my fellow Commissioners, I voted to enact Arizona's first-ever Commissioner's Code of Ethics. I offered amendments to the Code of Ethics to prohibit all candidates for the Commission from accepting campaign contributions from entities that the Commission regulates, mirroring the policy that my campaign had already adopted. On the Commission, I have been a voice for low utility rates and reliable public services. With my background as a tax manager, I led an effort at the Commission to require utilities to reduce their rates and pass their income tax savings on to ratepayers. Ratepayers will pay $165 million less annually as a result of these efforts. Prior to serving on the Commission, I was a conservative leader in the State Legislature. I earned an MBA in Finance from ASU. I'm a native Arizonan, a husband and father.

Kiana Maria Sears, M.P.A is an engaged energy and public policy professional who has dedicated her life to serving the public and small business. When she moved to Arizona, Sears was impressed by the affordability of Arizona. This is the reason she strives to keep rates low for ratepayers in Arizona. Sears has 6 years of experience as an executive consultant in the 2 1 Utilities Division at the Arizona Corporation Commission where she worked with water and wastewater. She also has over a decade of experience creating public policy and solar policy to benefit Arizonans. Sears believes in clean politics, clean energy, and clean air. When elected to office her highest priorities include reducing energy bills for hardworking Arizonans and small business owners, especially in the months of August and September. Another priority is to address the decaying water infrastructure in our entire state, but especially in rural counties. Sears believes that investing in renewable energy is imperative to the sustainable growth and health of Arizona. Sears proposes that this be achieved by raising the renewable energy standard in Arizona and properly disciplining corporations. When elected Sears will serve the ratepayers first and foremost, never special interests.

The Corporation Commission has not met our expectations and it's time to make a change. We the People of Arizona, Deserve a Commission that upholds the highest standards of Honesty and Integrity.
