Early voting begins on October 7, 2026. Voters are able to vote by mail or visit an early voting location. The Pinal County Recorder's Office has several early voting locations and hours of operations can be found in our dashboard. Pinal County utilizes polling places. Polling places are voting locations that are assigned to individual voters. Counties that utilize polling places provide a polling place in each voting precinct, and every voter in that specific precinct must go to their assigned polling place on Election Day in order to receive their official ballot. How to Return Your Early Ballot

1. By Mail

• Deadline: Mail your ballot back by October 27th.

2. At a Drop-Box or Voting Location

• Before Election Day: Drop your ballot off at any official voting location or secure drop box.
• On Election Day: You have two options at the polls:
  • Option A (Fastest drop-off): Drop your signed ballot into the secure bin. Your signature will be verified later before your ballot is counted.
  • Option B (Fastest processing): Show a valid ID to a poll worker to verify your identity on the spot. This skips the signature verification step and speeds up how quickly your ballot is processed.

About the Central Arizona Water Conservation District:

The Central Arizona Water Conservation District (CAWCD) is a special purpose taxing district, referred to as a multi-county conservation district, that is managed by a 15-member board elected from the three-county service area made up of Maricopa, Pima, and Pinal counties. The Central Arizona Project, also known as CAP, is a 336-mile canal that brings water from the Colorado River to Central and Southern Arizona. This government entity was created for the purposes of establishing the delivery of Central Arizona Project water, repayment of CAP costs, and operation and maintenance of the CAP aqueduct. The Board members serve alternating six year terms.

In 2026, one seat from Pinal County and four seats from Pima County were up for election.

In Pinal County, only one candidate qualified for the ballot. With the election uncontested, Pinal County cancelled the 2026 CAWCD election and deemed incumbent Stephen Miller elected to the CAWCD Board on August 26, 2026.

Similarly, only four candidates qualified for the four available seats in Pima County. With the election uncontested, Pima County cancelled the 2026 CAWCD election and deemed incumbents Karen Cesare, Pat Jacobs, Justin Manuel and Mark Taylor elected to the CAWCD Board on August 25, 2026.

Terms for all five seats will begin on January 1, 2027.
