The following is a listing of all of the bills introduced at the legislature that would have a direct or indirect impact on campaign finance and disclosure.

 

HCR 2051

                                        -    Title – Redistricting Commission; Membership; qualifications

-        Primary Sponsor – House Speaker Andy Tobin

-        Outcome of Bill – Would increase the Independent Redistricting Commission’s members from five to twelve.  The members would be picked by the Speaker of the House, Minority Leader of the House, President of the Senate and Minority Leader of the Senate.  The open meeting laws would apply to the Commission.  The proposed changes would be on a special election and the Speaker proposes using funds from the Clean Elections Fund to pay for it.

HCR 2052

HCR 2053

-        Title – Congressional Redistricting; 2012

SCR 1021

-        Title – Public Funds; Political Candidates; Ban

-        Primary Sponsor – Senator John McComish

-        Outcome of Bill – Would prohibit the Commission from funding any campaign for a legislative or statewide office.

-        Position – Oppose

-        Assigned –Senate Committees Judiciary and Rules.  Passed Judiciary 6-2.

HB 2630

-        Title – Elections; Omnibus

-        Primary Sponsor –  Representative John Kavanagh

-        Outcome of Bill – Allows a filing officer to accept a late campaign finance report even if the penalties have not been paid and stops the accrual of penalties the day the form is accepted.  Changes the time in which a person may remove their signature from a petition.  Does not throw out a petition if consecutive signature lines are not used.  Circulators for recall petitions must be registered with the Secretary of State’s office prior to circulating the petition.  If an elector challenges the number of signatures certified and prevails in court, the County recorder shall pay the attorney fees and costs.

HB 2379

-        Title – Comprehensive Election Law Amendments

-        Primary Sponsor – Representative Eddie Farnsworth

-        Outcome of Bill – Changes the date for County Recorders to count registered voters from March 1 to April 1.  US Presidential nominees must file the paperwork no less than 60 days and no more than 90 days prior to presidential preference election.  New political parties must file their paperwork no less than 120 and no more than 150 days before the presidential preference election.  Nomination petitions shall be 8.5 by 11 inches with 10 lines per page.  Notice of candidate withdraws shall be posted at all early voting locations and shall be made available to early voters through a website.  Explains how petition signatures must be counted .  Changes the definition of political committee to include receiving contributions or making expenditures of more than $100.  Political committees that make expenditures or receive contributions for an election that is not regularly scheduled must file three new campaign finance reports.  Changes the amount of a contribution that must be reported from $25 to any amount exceeding $50.  Contributions of $50 or less may be aggregated.

HB 2282

-        Title – Campaign Finance; Reporting; Contributions

-        Primary Sponsor – Representative Nancy McLain

-        Outcome of Bill –Changes the amount that a campaign may collect from an individual before that individual needs to be reported from $25 to any amount exceeding $40.  $40 or less may be aggregated.

HB 2385

-        Title – Campaigns; Independent Expenditures; Corporations

-        Primary Sponsor – Representative Eddie Farnsworth

-        Outcome of Bill –Requires any corporation, limited liability company or labor union attempts to influence an election must register and file appropriate campaign finance reports with the appropriate filing officer.  It also provides for any qualified elector to bring suit against these entities for violating the statute.

SB 1138

-        Title – Clean Elections; Trigger Reports; Repeal

-        Primary Sponsor – Senator Michele Reagan

-        Outcome of Bill – Would repeal the trigger report requirements from the Clean Elections Act
