Dear Arizona Voters:
Thank you for becoming involved in the political process in Arizona. By voting in the upcoming Primary
and General Elections, you will be electing candidates for the office of Corporation Commission as well as 90
legislative seats consisting of 30 Senators and 60 Representatives.
The Candidate Statements Pamphlet is a nonpartisan, plain-language handbook published by the Citizens
Clean Elections Commission, an independent state agency, to give you information about state elections. The
Commission's mission is to fairly, faithfully and fully implement and administer Arizona's Citizens Clean
Elections Act, which is a campaign finance reform measure initiated by Arizona citizens and passed by voters
in 1998. The Act creates a campaign financing system that provides full public funding to qualified state and
legislative office candidates who agree to abide by the Citizens Clean Elections Act and Commission regulations.
Through the successful implementation of the Citizens Clean Elections Act, the Commission seeks to promote
public confidence in the electoral process. To learn more about the Citizens Clean Elections Act, the Commission,

Prior to the Primary Election, one Candidate Statements Pamphlet has been mailed to each household in Arizona
that contains a registered voter. The Secretary of State will mail the Publicity Pamphlet prior to the General
Election.
Candidates seeking statewide and legislative offices are listed in alphabetical order by last name for the office
sought. The candidate statements contained in this pamphlet have been reprinted as supplied by the candidates.
The candidates listed in this guide were eligible to appear on the primary election ballot as of June 5, 2008.
Candidates that did not supply a statement by the deadline date, June 12, 2008, will have only their name, party
affiliation and campaign funding listed in the pamphlet followed by the statement, "No Statement Submitted."
Candidate statements may have been edited for word count and layout.
Voting Rights Act
President Lyndon Johnson signed the Voting Rights legislation into law on August 6, 1965. The Act applied a
nationwide prohibition against the denial or abridgment of the right to vote based on literacy tests and poll tax.
In 1975 Congress adopted the language minority provisions amendment of the Voting Rights Act. This
amendment mandated bilingual ballots and oral assistance to those who spoke Spanish, Chinese, Japanese,
Korean, Native American languages, and Eskimo languages. The amendment requires that "when a covered state
of political subdivision provides registration or voting notices, forms, instructions, assistance, or other materials
of information relating to the electoral process, including ballots, it shall provide them in the language of the
applicable minority group as well as in the English language."

Help America Vote Act of 2002
Help America Vote Act of 2002 established the Election Assistance Commission to assist in the administration of
Federal elections and to otherwise provide assistance with the administration of certain Federal elections law and
programs, established minimum election administration standards for States and units of local government with
responsibility for the administration of Federal elections.

Debate Information
The Citizens Clean Elections Commission will sponsor a series of debates prior to the Primary election for
statewide and legislative office candidates. Participating candidates are required to attend the debates. Traditional
candidates will be invited and are encouraged to participate in the Commission-sponsored debates.
Candidates invited to participate in the debates will be limited to those candidates who will appear on the Primary
election ballot. All candidates must appear in person, not by proxy or electronically, unless to accommodate a
disability.
The Commission has contracted with organizations to co-sponsor the debates. The co-sponsors were chosen based
upon their experience, resources and perception of nonpartisanship. For additional debate information, including
dates, times and locations, please visit the Commission's website, www.azcleanelections.gov. In addition, all
debates recorded may be seen in their entirety on the Commission's website.

Arizona's Citizens Clean Elections Act
The Citizens Clean Elections Act (Act) is a voter–approved initiative that established a system for publicly
funding candidate campaigns. The system is voluntary; candidates may choose to participate to receive public
funding or they may choose to raise private campaign funds.
The Act applies to candidates for legislative and statewide offices. To participate in the public funding system, a
candidate must raise a number of $5 qualifying contributions during a defined qualifying period. Contributions
from corporations and political action committees are prohibited.
To qualify for funding, participating candidates must apply for public funding within one week after the end of
the qualifying period. Candidates who qualify for funding in contested party primary elections may receive an
amount equal to the original primary election spending limit.
For the general election, those participating candidates who are opposed may receive an amount equal to the
original general election spending limit.
Participating candidates may use a limited amount of personal monies and private contributions. Legislative
candidates may use $610 of personal monies for their campaigns; candidates for Corporation Commission may
use $1,230 of personal monies for their campaigns. In addition, participating candidates may raise a limited
number of private contributions, which are called early contributions, during the exploratory and qualifying
periods. The early contributions are limited to $130 per individual contributor.
Participating candidates are entitled to receive matching funds when an opposing, nonparticipating candidate
exceeds the primary or general election spending limits.
The following shows the minimum number of qualifying contributions along with the amount each office may
receive in both the primary and general elections as well as early contributions.

The Citizens Clean Elections Commission
The Citizens Clean Elections Commission was established by the enactment of the Citizens Clean Elections
Act, A.R.S., Title 16, Chapter 6, Article 2. In addition to enforcing the provisions of Article 2, the Commission
produces candidate statement pamphlets prior to the primary and general election, sponsors candidate debates, and
promulgates rules to carry out the purpose of the Act.
The Commission consists of 5 members:
• No more than 2 shall be members of the same political party.
• No more than 2 shall be residents of the same county.
• No one shall be appointed who does not have a party registration that has been continuously recorded for at
least 5 years immediately preceding appointment, with the same political party or as an independent.
• Each candidate shall be a qualified elector who has not, in the previous 5 years in this state, been appointed to,
elected to or run for any public office, including precinct committeeman, or served as an officer of a political
party.
• A member of the Commission shall serve no more than one term and is not eligible for reappointment.
• No Commissioner, during his or her tenure or for 3 years thereafter, shall seek or hold any other public office,
serve as an officer of any political committee or employ or be employed as a lobbyist.
The Commissioners are chosen based upon the following criteria:
• Those who are committed to enforcing the Act in an honest, independent and impartial fashion.
• Those who seek to uphold public confidence in the integrity of the electoral system.
• The Governor and the highest-ranking official holding a statewide office who is not a member of the
same political party as the Governor alternate filling such vacancies.
The Commission holds regular meetings, which are open to the public. Annually, the Commission elects its chair
and reports its activities to the Governor, the Legislature and the public.

Citizens Clean Elections Fund
The Citizens Clean Elections Fund receives its revenues from the following sources:
• 10% surcharge imposed on all civil and criminal fines and penalties collected pursuant to A.R.S. § 12-116.01.
• $5 voluntary tax check-off per taxpayer who files an Arizona state income tax return. A taxpayer who checks
this box receives a $5 reduction in tax liability and $5 goes to the Clean Elections Fund.
• Voluntary tax donation designating on an income tax return form filed by the individual or business entity, or by
making a payment directly to the Fund. Any taxpayer making a donation shall receive a dollar-for-dollar tax
credit not to exceed 20 percent of the tax amount on the return or $610 per taxpayer, whichever is higher.
• Qualifying contributions received by participating candidates.
• Civil penalties assessed against violators of the Citizens Clean Elections Act.
Tax Credits
Receive a $5 Tax Reduction
Arizona taxpayers can reduce their state tax amount by $5 ($10 if filing jointly) by marking the box entitled,
"Clean Elections Fund Tax Reduction" on the first page of their Arizona income tax return form. A taxpayer must
have a tax amount of at least $5 in order to qualify for the reduction. For each marked box, the State will add $5
to the Clean Elections Fund.
Receive a Dollar-for-Dollar Tax Credit
An Arizona taxpayer may obtain a tax credit by making a payment directly to the Clean Elections. A donation
to the Clean Elections Fund entitles any taxpayer to a dollar-for-dollar tax credit; not to exceed 20% of the
tax amount on the income tax return or $610 per taxpayer ($1220 if filing jointly) whichever is greater. These
voluntary donations cannot be designated to benefit a particular candidate, political party or election, and are
applicable only on State taxes. Make checks payable to: Citizens Clean Elections Fund, 1616 W Adams, Suite
110, Phoenix, AZ 85007.
A taxpayer may also designate that all or part of an expected refund go to the Clean Elections Fund by filling in
the amount of the refund in the Citizens Clean Elections Fund voluntary gift box at the bottom of the front page of
the tax form.

Statement: I’m John Allen and I’m running for the Arizona Corporation Commission. I’ve lived in Arizona since 1982. Tina and I have been married 23 years and have three sons Devin, Sean, and Max. I have a B.S Degree in Business from ASU; worked for America West in ground operations and have been a small business owner.
I served in the state legislature for two terms and was a leading conservative in the House. My service has been recognized by groups like the Arizona Federation of Taxpayers, Center for Arizona Policy, Goldwater Institute, and many others for a stellar voting record.
The ACC functions both in an executive and judicial capacity, making industry rules and settling disputes. The Commission is the gatekeeper to Corporation and LLC formation and reporting, it ensures the integrity of the securities marketplace, and most importantly, it oversees utility rates and regulations.
I’m running because we are facing the most difficult time in energy policy in our state’s history. We need to add new power plants that can deliver affordable, clean, and timely energy; whether that is solar, nuclear, or natural gas.

Statement: I am part of the Fowlkes, Swapp and Hobbs Team. Rather than settle for career politicians, we hope you will vote for three qualified professionals with lifetimes of experience in the critical areas that the Corporation commission regulates. I am a professional structural engineer with over 38 years experience, including projects in the electric power industry. I have designed power plants, substation structures, and transmission line structures. Statement: The days of cheap energy are over. We’re reminded every time we fill up our cars. We must acknowledge reality before our utility bills follow gas prices into the stratosphere.
I’m a former legislator and Cochise County Supervisor. I’m endorsed by U.S. Reps. Ed Pastor and Harry Mitchell and former Sen. Dennis DeConcini.
Our Solar Team of Paul Newman, Sandra Kennedy, and Sam George shares a vision that clean energy means a sustainable economy that can avoid a doubling of future utility bills over the next 20 years. The Solar Team will utilize Arizona’s biggest asset – the sun – while reducing energy costs and creating “green collar” jobs.
Conservation is part of our plan, but there’s more. We’re competing with the world for oil, natural gas and coal. Competing for fossil fuels is a losing proposition.

Statement: Richard Miranda comes from a farm-worker family and grew up in the Marcos de Niza Housing projects of downtown Phoenix. Arizona’s tax system is a convoluted system that has overtime been manipulated by special interest to their benefit. This year I have continued to fight for more equitable tax treatment for all Arizonans
I have worked hard to make our public schools accountable for student academic performance while at the same time fighting to give our schools the resources needed to properly teach our students.
Our judicial system is one of the best in the country. In Maricopa County, most of our judges are selected on merit. We must keep this selection process while at the same time passing laws that are fair and enforceable.

Statement: Our Country, State, County and community are on a downward slope to even more problems than we now have or imagine that might be coming.
The only levels of our government that we have direct or indirect influence are local, city and county. At the state level we have limited indirect influence.
I am a retired Professional Engineer and manager with broad experience in local, county, and state government and in regional planning.
Currently, the state of Arizona is fiscally challenged by the economic problems created in Washington that have America invading another country and sending living wage jobs offshore. Now the energy crisis is exacerbating the failing economy.
The energy of the Green Party is reflected by ballot access for state and federal candidates as the alternative to the ‘status quo’ of the two party system that has created and sustained the problems visited upon the citizens of Arizona and our Nation.
Time has come for a change to this ‘status quo’.

Statement: I have served as your Representative since September, 2007. With your help, we can challenge the Republican leadership in the Legislature and make government more responsive to our needs.
Education is an industry in Northern Arizona. Northern Arizona University and our K-12 schools employ thousands and is the backbone of our economy throughout District 2. Arizona ranks 49th in per student funding and nearly last in classroom standards. I will work to shift the primary source of educational funding from local property taxpayers to the state, because we must make a greater investment in education.
I will continue to be a voice for our environment. Our summers are increasingly warm and our forests are at risk of fires that have wiped out entire communities. We need to implement reasoned and attainable environmental standards.
I will fight to establish reasonable consumer protection in mortgage lending. The failure to regulate predatory lenders has robbed everyone of the security of their home value. We need to protect our home values through reasonable banking regulation. Since serving in the Legislature, I have worked for hard for these changes.

Statement: We must take steps now to protect our water resources, develop clean energy alternatives and lower emissions from automobiles. We must also create statewide energy efficiency standards for all new homes and appliances sold in Arizona. I believe the best use for reclaimed water is for irrigation and toilet flushes.
We must also strive for improvements in our education system. By the time our children graduate high school, they should not only understand Math and English, but also should have a strong grasp of the diverse history of our state and nation and its indigenous peoples.
As a general contractor who has worked on the Navajo Nation, I understand the needs of the many skilled Native trades people to find steady work. The Navajo Nation, the Hopi tribe and the State of Arizona must work closely to create new environmentally friendly jobs for Northern Arizona including the development of Wind Power. Wind is a clean source of power and new wind farms will provide revenue and jobs for Northern Arizona.
I am opposed to the pollution that is created by the “Big Stoves” and I am opposed to all Uranium mining in Arizona.
