- Chairman Lemon called the meeting to order at approximately 9:35 a.m.
- Approval of the October 23, 2001 minutes:
Commissioner McKay moved to approve the October 23, 2001 minutes with one correction, seconded by Commissioner Jones, the October 23, 2001 minutes were approved. Motion carried.
Announcements:
- The COGEL meeting will be held in Lexington, Kentucky from December 2, 2001 through December 5, 2001.
- Governor Hull will appoint the next Commissioner whose appointment will begin February 1, 2002. The application deadline is November 30, 2001.
- The Arizona State Law Journal will publish an article written by Executive Director Colleen Connor.
- The Fund balance at the end of October, 2001 was $11,878,187.
- Executive Director's Report:
Executive Director Colleen Connor gave the Executive Director's Report on the following subjects:
- Voter Education
- Tax Preparer Initiative
- Informational Brochure
- Budget and Office Operations
- CFS Summary Reports
- Disbursement Procedures
- Legislative Matters
- Proposed Legislation
- Meeting with Legislators
- Consideration and Approval of 2002 Budget:
Deputy Director, Matt Shaffer gave an overview of the Budget for 2002.
Final approval of the 2002 Budget will be discussed at the December 11, 2001 Commission meeting.
- Discussion and Adoption of Proposed Legislative Changes:
The Commissioners discussed the Legislative Changes in detail. The document will be updated and presented to the Commissioners at the December 11, 2001 Commission meeting for adoption.
Lee Miller, Miller, LaSota and Peters and Barbara Lubin, Clean Elections Institute offered comments and suggestions to the Commission.
- Discussion and Consideration of Voter Education Matters:
Jill Collins, Public Relations and Voter Education Manager discussed the following with the Commissioners:
- Advertising and Public Relations Tracking Studies
- A sample of Candidate Statements Pamphlet
- Legal Report (Oral Report from Assistant Attorney Joe Kanefield):
In the case of Lavis v. Bayless, each side will be given 20 minutes for oral arguments on November 20, 2001, 9:00 a.m. in Maricopa County Superior Court.
- Public Comment:
Marge Mead, League of Women Voters and Clean Elections Institute
Marge Mead addressed the Commission on two issues. She would like the minutes of the Commission meeting to be more detailed. Ms. Mead said she enjoyed reading the Executive Director's report in the minutes when she couldn't attend meetings in person.
Marge Mead also expressed disappointment that the League of Women Voters was not selected to sponsor the 2002 Election debates. She feels the League has the experience and is in the best position to sponsor the debates. Ms. Mead disagrees with the committee that reviewed the proposals and she does not feel that any other sponsor would be as competent as the League of Women Voters.
Carol Mattoon, League of Women Voters
Carol Mattoon offered comments regarding the $5 tax credit ad currently running in the Sun City newspaper. She feels that the Commission should focus advertising on the dollar-for-dollar tax refund rather than the $5 tax credit. She feels the Commission is in competition with the donations being solicited for schools. She also feels that filing for 2001 income tax returns is months away and it would be advantageous to push the dollar-for-dollar tax credit at this point in time.
Ms. Mattoon also stated to the Commission that she and many others had difficulty understanding the "Cowboy" logo in the Sun City newspaper ad. She felt that a picture of an actual five dollar bill would make it easier to understand the concept of the $5 tax credit campaign.
- The next meeting is Tuesday December 11, 2001, at 9:30 a.m., Citizens Clean Elections Commission, 4001 N. 3rd Street, Suite 200, Phoenix, Arizona 85012.

Chairman Lemon moved that the Commission meeting be adjourned, seconded by All Commissioners. Motion carried.
