- Chairman Lemon called the meeting to order at approximately 9:35 a.m.
- Approval of the October 2, 2001 minutes:
Commissioner Jones moved to approve the October 2, 2001 minutes, seconded by Commissioner McKay, the October 2, 2001 minutes were approved as presented. Motion carried.
Announcements:
- The COGEL meeting will be held in Lexington, Kentucky from December 2, 2001 through December 5, 2001.
- The Governor's Office has announced that applications are being taken for the Commissioner's seat. The position has also been advertised in the Capitol Times. The Clean Elections Institute is also recruiting qualified candidates
- In a future meeting the Commissioners will discuss whether to do tracking studies to monitor public awareness to identify attitude changes based on the advertising campaigns.
- Executive Director's Report:
Executive Director, Colleen Connor gave the Executive Director's Report on the following subjects:
- Voter Education
- Budget and Office Operations
- Legislative Matters
- Revenue and Funding Projections
- Consideration and Approval of Fund Projections for 2002
Deputy Director, Matt Shaffer gave an overview of the projections for the Fund.
Commissioner Detrick moved that the Commission does not need to announce a decrease in matching funds or spending limits under A.R.S. §16-954 (E), seconded by Commissioner McKay. Motion carried.
Commissioner Jones moved for the Commission to adopt the expected case scenario for the 2002 Fund Projections, seconded by Commissioner McKay. Motion carried.
Commissioner Lopez moved for the Commission to adopt the revised 4-year revenue projections, seconded by Commissioner McKay. Motion carried.
- Discussion and Consideration of Clean Elections Fund Disbursement Procedures
Executive Director, Colleen Connor discussed the Clean Election Fund Disbursement Procedures with the Commissioners and indicated that it was a preliminary draft and she anticipates this issue will be addressed in a future Commission meeting.
- Legal Report (Oral Report from Assistant Attorney General Todd Lang):
In the case of Lavis v. Bayless, each side will be given 20 minutes for oral arguments on November 20, 2001, 9:00 a.m. in Maricopa County Superior Court.

Commissioner Lopez moved that the Commission meeting be adjourned, seconded by Commissioner McKay. Motion carried.
