CITIZENS CLEAN ELECTIONS COMMISSION
OCTOBER 2, 2001
A public meeting of the Citizens Clean Elections Commission was convened on
October 2, 2001, 10:00 a.m., at Tucson City Hall Tower, 255 W. Alameda, Tucson, Arizona 85701, pursuant to public notice duly given.

- Chairman Lemon called the meeting to order at approximately 10:05 a.m.
- Approval of the September 11, 2001 minutes:
Commissioner Jones moved to approve the September 11, 2001 minutes, seconded by Commissioner McKay, the September 11, 2001 minutes were approved as presented. Motion carried.
- Executive Director's Report:
Announcements:
- The total number of participating candidates certified as Clean Election Candidates is nine.
- The Auditor General's preliminary report has not been received. If the report is received by the October 23, 2001 Commission meeting, it will be discussed at that time.
- Chairman Lemon and Executive Director Connor will begin work to lobby for legislative changes and keep the Commission informed with their progress.
- Rebecca Hecksel began her position as Campaign Finance Analyst on Monday, October 1, 2001.
- Cecilia Martinez has been appointed the Executive Director of the Clean Elections Institute.
- The travel itinerary for the COGEL conference will be distributed at the October 23, 2001 Commission meeting.
- The Act/Rules/Policy Statements manual is complete and ready for distribution. The User's Handbook has been updated with information about the newly enacted rules.
Voter Education:
Jill Collins, Public Relations and Education Manager, is working on ideas and a procedure for the Commission to obtain debate sponsors for statewide and legislative debates.
Jill is preparing a cost estimate for the mailing of Candidate Statement pamphlets. She is also preparing a format for the Candidate Statement pamphlet. This will be discussed at the November 13, 2001 Commission meeting.
Jill announced that she will be in travel status for most of the month of October to promote awareness of the Commission's educational efforts throughout the state.
Budget and Office Operations:
Executive Director Connor explained to the Commission that the Arizona Department of Administration has planned for the Commission office to relocate to 1616 W. Adams, in Phoenix in 2003. The cost and other factors concerning this impending move will be discussed in future Commission meetings.
At the end of September, 2001 the balance in the Clean Elections Fund was $11,510,781.
- Consideration and Approval of the Cost for the Dissemination of Candidate Statements:
Jill Collins, Public Relations and Education Manager reviewed all the factors of the costs for disseminating the Candidate Statement pamphlets. This included costs for:
- Printing
- Postage
- Spanish Translation
- Braille Translation
- Large Print
- Audiotape Translation
- Layout
Jill asked for specific direction from the Commissioners for the following issues:
- Large print books:
- Create three small books so binding is less expensive.
- Translate the books into Spanish.
- Audiotapes:
- Translate tapes into Spanish.
Commissioner McKay moved that a less expensive paper be used in the printing of the cover of the pamphlet, seconded by Commissioner Detrick. Motion carried.
- Consideration of Meeting Schedule for January - June 2002.
Commissioner McKay moved to accept the proposed Commission meeting schedule, as presented, and give the Executive Director the authority to modify and change it if the occasion warrants, seconded by Commissioner Detrick. Motion carried.
- Consideration of Methods to Ascertain Debate Sponsors:
Chairman Lemon announced that there are debate sponsors already set for the offices of Mine Inspector and two legislative districts. The rest of the debates still need sponsors.
Final debate sponsor selection will be made in concert with the following people:
CCEC Chairman, Executive Director and the Public Relations and Education Manager.
- Legal Report (Oral Report from Assistant Attorney General Todd Lang):
In the case of Lavis v. Bayless, each side will be given 20 minutes for oral arguments on November 20, 2001, 9:00 a.m. in Maricopa County Superior Court.
- Public Comment:
Carol Shearer - League of Women Voters
Carol Shearer read a letter, written by the League of Women's Voters, to the Citizens Clean Elections Commission in which they offer their full support of the Commission. (A copy of the letter is on file with the Commission).
Cecilia Martinez - Executive Director Clean Elections Institute
Cecilia stood to address the Commissioners regarding the upcoming debates. She encourages the Commission to establish precise and clear communication between the Commission and the entities that are selected to sponsor the debates. She appreciates a uniform application. She believes that sponsoring organizations should submit mission and vision statements.
Gini McGirr - President, Tucson League of Women Voters
Gini stood to address the Commissioners and reiterate the topics addressed by Cecilia Martinez. Gini feels the application for the debate RFP was too long. Many of the questions could not be answered (ie. Who would be the moderators for the debates?) She feels the format set by the League of Women Voters is necessary because of the large number of candidates.
- The next meeting is Tuesday October 23, 2001, at 10:00 a.m., Citizens Clean Elections Commission, 4001 N. 3rd Street, Suite 200, Phoenix, Arizona 85012.

Chairman Lemon moved that the Commission meeting be adjourned, seconded by Commissioner Jones. Motion carried.
