- Chairperson Jones called the meeting to order at approximately 9:35 a.m.
- Approval of the April 30, 2002 minutes:
Commissioner Lemon moved to approve the April 30, 2002 minutes as presented, seconded by Chairperson Jones, the April 30, 2002 minutes were approved as presented. Motion carried.
Announcement(s):
- 134 participating candidates have been certified.
- 67 Democrats
- 65 Republicans
- 02 Indpendents
- 31 candidates are seeking Statewide offices and 103 are seeking Legislative offices.
- CCEC has refunded $42,800 in Lobbyist Fees as of May 21, 2002.
- Executive Director's Report:
Legislative Matters, Rules and Enforcement:
- Redistricting Matters
Executive Director Connor reviewed the redistricting matters with the Commissioners. The US Department of Justice has objected to five of the legislative districts. New lines, for the following districts, will be drawn.
- District 13 - West Phoenix
- District 14 - West/Central Phoenix
- District 15 - Central Phoenix
- District 23 - Between Phoenix and Tucson
- District 29 - South East Tucson
Assistant Attorney General Joe Kanefield informed the Commissioners that a meeting to review and discuss the redistricting map will take place on Tuesday, May 28, 2002.
- Bills of concern to the Commission: SB1051 and SB1286
- Best and Final Quote from Auditing Firm to conduct Audits of Candidate Committees
- Adoption of Revised Enforcement Rules
Voter Education:
- Candidate Statement Pamphlet
- Candidate Debates
- Consideration and Adoption of Audit Procedure:
Deputy Director Shaffer reviewed the audit procedures with the Commissioners and presented the Clean Election External Audit procedure for final adoption.
Commissioner Lemon moved to approve the Audit Procedure with two minor changes, seconded by Commissioner McKay. Motion carried.
- Consideration of Questions Re: Solicitors of Qualifying Contributions:
Deputy Director Shaffer reviewed the various questions asked of the CCEC staff in regards to the soliciting of the $5 Qualifying Contributions with the Commissioners.
Commissioner Lemon suggested that anyone who has questions in regards to the $5 Qualifying Contributions should refer to the Act and the applicable rules
- Discussion of Debate Sponsors Applications and Approval of Contracts:
Executive Director Connor reviewed the debate schedule and contracts with the Commissioners.
Commissioner McKay moved to approve the Help Us Get Good Government (HUGGG) contract as presented, seconded by Commissioner Jolley. Motion carried.
- Consideration and Approval of One-Party Dominant Legislative Districts:
The Commission tabled consideration of this agenda item. It will be readdressed at the June 4, 2002 Commission meeting.
- Discussion and Consideration of Personnel Matters:
Chairperson Jones called for this agenda item to be discussed in Executive Session.
- Adoption of Proposed Changes to Enforcement Rules:
Executive Director Connor reviewed the Compliance and Enforcement procedures with the Commissioners.
Commissioner Lemon moved to adopt the Compliance and Enforcement procedures as Presented, seconded by Commissioner McKay. Motion carried.
- Call for Public Comment:
Cecilia Martinez, Clean Elections Institute
Ms. Martinez stated that the Clean Elections Institute is very pleased with the progress made by the Commission and is proud of the staff and how hard they work.

Commissioner McKay moved to go into Executive Session to discuss Agenda Item VIII, Discussion and Consideration of Personnel Matters, seconded by Commissioner Lemon, Motion carried.
Commissioner McKay moved to end the Executive Session, seconded by Commissioner Lemon. Motion carried.
- Adjournment:
Commissioner Jolley moved to adjourn the regulars session of the May 21, 2002 Commission meeting, seconded by Commissioner McKay. Motion carried.
