Office Operations

· Eric Gorsegner started as the Deputy Director on Monday, October 27^th.

· Developing computer programs for candidate statement pamphlet

· Creating record retention schedule; the amount of time the CCEC will retain public records.

· FEC’s October training classes on BCRA was cancelled due to the California fires. Executive Director will attend the next FEC training class scheduled for February 2004.

· Fund Balance at the end of October was $13,989,006

Voter Education

Candidate Statement Pamphlet: Contract for Graphic Designer to be awarded by State Procurement Office by December 1, 2003.
Two candidate training classes held to date; 2 in Phoenix and 1 in Tucson. Next training class will be in Phoenix on December 10, 2003.

· Deadline for debate sponsor applications was October 31, 2003. 11 organizations filed applications. The applications are being reviewed to ensure sponsor criteria and the applicants who meet the criteria will be considered during the December meeting.

· Recent Speaking Engagements and Events: Mesa Rotary Club, National Hispanic Women’s Conference, and Arizona State Fair’s Government Days

Enforcement

In re: Yuri Downing, the hearing continues with 3 more days of testimony scheduled for December 3, 8 & 9.
Sent letters to 2 candidates for payment of civil penalties.

Budget & Rules

For the Commission’s consideration at the next meeting, Staff has completed proposals:

2004 Budget: Administration and Enforcement; Voter Education; and Campaign Funding.
Revenue Projections for the next 4 years.
Articles 1-7 Rule Amendments: General Provisions; Enforcement; Audits; Use of Funds and Repayments.
