NOTICE OF PUBLIC MEETING AND POSSIBLE

EXECUTIVE SESSION OF

THE

STATE OF ARIZONA

CITIZENS CLEAN ELECTIONS COMMISSION

Pursuant to A.R.S. § 38-431.02, notice is hereby given to the Commissioners of the Citizens Clean Elections Commission and the general public that the Citizens Clean Elections Commission will hold a regular meeting, open to the public on Tuesday, April 29, 2003. This meeting will be held at 9:30 a.m., at Citizens Clean Elections Commission, 1616 West Adams, Suite 110, Phoenix, Arizona 85007.

The Commission may vote to go into executive session, which will not be open to the public, for the purpose of discussing personnel matters (A.R.S. § 38-431.03 (A)(2)), and consultation with Commission attorneys, regarding pending litigation (A.R.S. § 38-431.03(A)(4)), and/or obtaining legal advice for any item on the agenda (A.R.S. § 38-431.03 (A)(3)).

All matters on the agenda may be discussed, considered and are subject to action by the Commission.

The agenda for the meeting is as follows:

  1. Call to Order
     
  2. Approval of Minutes of March 25, 2003 Meeting.
     
  3. Executive Director's Report.
     
  4. Consideration of the following Enforcement Matters:

    1. Finding of Probable Cause and Assessment of Penalty or Repayment:
      1. MUR No.:02-0058, Trevor Clevenger
      2. MUR No.:02-0059, Yuri Downing
      3. MUR No.:02-0060, Paul DeDonati

    2. Order Return of Unspent General Election Funding: MUR No.:02-0076, Ray Barnes

    3. Proposed Settlement Agreement: MUR No.:02-0046, Ed Farnsworth

    4. Reconsideration of MUR No: 02-0049 & -0040, Gabrielle Giffords and Carolyn Allen, respectively.

  5. Consideration of Rules and Policy Statements for Proper Reporting of Expenditures and Matching Funds for Independent Expenditures.
     
  6. Discussion of Survey Results and Proposed Changes to Campaign Finance Software for 2003-2004 election cycle.
     
  7. Discussion of Advertising and Public Relations Contract.
     
  8. Legal Report from Assistant Attorney General Todd Lang.
     
  9. Call for Public Comment.

    This is the time for consideration and discussion of comments and complaints from the public. Those wishing to address the Commission shall request permission in advance by filling out a speaker slip. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date.

  11. The Commission may vote to go into executive session, which will not be open to the public, for the purpose of consulting with Commission attorneys, regarding pending or contemplated litigation (A.R.S. § 38-431.03 (A)(4)), or obtaining legal advice (A.R.S. § 38-431.03 (A)(3)) pertaining to Notices of Claims filed by Matt Salmon and Matt Shaffer, and discussion of employment of deputy director (A.R.S. § 38-431.03(A)(1)).
