The year 2006 is a major election year in Arizona. By voting in the Primary and General Elections this fall, you will be electing candidates for 7 statewide offices and 90 legislative seats consisting of 30 Senators and 60 Representatives.
This Candidate Statement Pamphlet is a nonpartisan, plain-language handbook published by the Citizens Clean Elections Commission, an independent state agency, to give you information about state elections. The Commission’s mission is to fairly, faithfully and fully implement and administer Arizona’s Citizens Clean Elections Act, which is a campaign finance reform measure initiated by Arizona citizens and passed by voters in 1998. The Act creates a new campaign financing system that provides full public funding to qualified state and legislative office candidates who agree to abide by the Citizens Clean Elections Act and Commission regulations.
Through the successful implementation of the Citizens Clean Elections Act, the Commission seeks to promote public confidence in the electoral process. To learn more about the Citizens Clean Elections Act, the schedule of candidate debates and the Commission, please visit our web site, www.azcleanelections.gov. Informed voters strengthen democracy. We hope that the 2006 Candidate Statement Pamphlet will help you make informed choices on Election Day.
Respectfully yours,

Arizona’s Citizens Clean Elections Act
The Citizens Clean Elections Act (Act) is a voter–approved initiative that established a system for publicly
funding candidate campaigns. The system is voluntary; candidates may choose to participate to receive
public funding or they may choose to raise private campaign funds.
The Act applies to candidates for legislative and statewide offices. To participate in the public funding
system, a candidate must raise a number of $5 qualifying contributions during a defined qualifying period.
Contributions from corporations and political action committees are prohibited.
To qualify for funding, participating candidates must apply for public funding within one week after the
end of the qualifying period. Candidates who qualify for funding in contested party primary elections may
receive an amount equal to the original primary election spending limit.
For the general election, those participating candidates who are opposed may receive an amount equal to the
original General election spending limit.
Participating candidates may use a limited amount of personal monies and private contributions. Legislative
candidates may use $580 of personal monies for their campaigns; candidates for statewide office may use
$1,160 of personal monies for their campaigns. In addition, participating candidates may raise a limited
number of private contributions, which are called early contributions, during the exploratory and qualifying
periods. The early contributions are limited to $120 per individual contributor.
Participating candidates are entitled to receive matching funds when an opposing, nonparticipating candidate
exceeds the primary or general election spending limits.
The following shows the minimum number of qualifying contributions along with the amount each office
may receive in both the primary and general elections as well as early contributions.

• No Commissioner, during his or her tenure or for 3 years thereafter, shall seek or hold any other

• Those who seek to uphold public confidence in the integrity of the electoral system.
• In the year 2000, the Governor and the highest-ranking official holding a statewide office who is not a

2003 and will end January 31, 2008.

It has been my honor to serve as your Governor and I’m proud of the progress we’ve made together. When
I took office in 2003, Arizona faced a billion-dollar deficit, the worst financial crisis in its history. Through
smart management, we balanced the budget without raising taxes. Today, Arizona enjoys a $1.4 billion
surplus, booming economy and record growth. Our schools are improving and voluntary full-day kindergarten
is becoming available to Arizona’s families. We are securing our homeland and have deployed the
National Guard to assist at the border. Our seniors have access to more affordable prescription drugs and
we have fought to secure the benefits our veterans deserve. We have come a long way and we can and will
do even more. Over the next four years, we must improve teacher quality and pay, hold the federal government accountable for its
responsibilities, and meet the transportation needs of our growing state. We will continue to be fiscally responsible, invest wisely
and plan for the future by supporting our communities. I am proud to ask for your support and commit, as your Governor, to
continue working tirelessly to move Arizona forward. To learn more about my campaign, please visit www.janet2006.com.

I look forward to presenting Arizonans with a once-in-a-lifetime opportunity to elect someone as the best of
the bunch, rather than the lesser of two evils (Republicans and Democrats are really the same party). We’ve
come to a point where it only makes sense to return to honest government with the political philosophy
that gave us the Bill of Rights--Libertarianism. I urge voters to pay attention to what each candidate really
stands for--more government, or less. And I urge voters to be aware of which candidates are willing to take
public funds (your money)to finance their campaigns--I’m the one who refuses. I choose to run on the
issues--not on money stolen from you. It’s a question of personal character and integrity. As Arizonans, we
face some challenging issues ranging from what to do about the border, taxes, your Right to self-defense, property rights, personal
privacy, eminent domain and of course, education. It’s time we stopped being sucked in by the meaningless rhetoric of professional
politicians, and started to restore our birthright of individual freedom without government intrusion.
I’m running against anybody--I’m running FOR everybody!

GOLDWATER – A name you know. A name you trust. I have answered the call from concerned Arizonans
to restore the rule of law and common sense to the governor’s office. Raised in Arizona under the influence
of Barry Goldwater and Ronald Reagan, I’m alarmed by the disintegration of our traditions and values. A
life-long conservative Republican, I am dedicated to our Party Platform’s ideals and values, whose foundations
were crafted by President Reagan. Husband, proud father, small businessman, community activist
and Minuteman, I am uniquely qualified to be your governor. Fellow Arizonans, your government is failing
you in almost every area by: Allowing over a million illegal aliens a year to invade our state; Out of control
wasteful spending of YOUR tax dollars – nearly doubled in 3+ years; Criminal activity at an all-time high making Arizona #1 in
FBI crime statistics; Fire, ready, Aims K-12 public school system producing unemployable graduates; Outdated transportation
corridors becoming rush-hour parking lots; Health care crisis – emergency rooms closing; doctors leaving the state. I respectfully
ask for your vote and support as I lead our state to an era with safe streets, secure homes, and a limited government that promotes
individual liberty and economic freedom.

Len Munsil is a third-generation Arizonan with a proven record of principled, conservative leadership. Please
read his daily blogs at www.lenmunsil.com. Of all the candidates for Governor, only two were identified by
the Arizona Republic as “integral leaders” in Arizona – Len Munsil and Janet Napolitano. Len is a Reagan
conservative and nationally-known leader in the conservative movement. He believes in: securing our border
first through manpower, technology and a fence; empowering parents with more choice in education while
improving teacher pay; protecting our citizens by attacking Arizona’s No. 1 crime rate; promoting economic
opportunity through lower taxes; protecting private property from eminent domain abuse; stopping judicial
activism; protecting gun rights; protecting one-man, one-woman marriage. Len is the only candidate endorsed by Arizona Right
to Life. Len has a 20-year record as a successful conservative leader. That’s why Congressmen Renzi, Shadegg, Flake and Franks
along with more than 30 state legislators and former Gov. Fife Symington have endorsed Len Munsil for Governor. Len is the
only Republican candidate with experience promoting conservative principles in public policy. Len and his wife Tracy have eight
children aged 19 to 10. They want Arizona to be the best place for families in our country.

The issues I see to be of greatest concern are government waste, short-sightedness and an absence of vision,
and an inability to negotiate, not just between the political parties but even within the Republican party. I
see a growing division in our society and if my campaign were only about one objective that would be bringing
people back together so that we can effectively address solutions to the problems they we face now and
in the future. Platform: Fiscal responsibility; Comprehensive reform in state government, child protection,
education, healthcare, water management, corrections, mental health, and the judiciary; Individual liberty.

Voting and participating in our government are among our most cherished rights. The Arizona Secretary of
State is responsible for ensuring that these rights are protected. Sadly, Arizonans continue to be frustrated
by the current Secretary of State who is embroiled in lawsuits, election disputes, and extreme partisan
politics. As your Secretary of State, I will reform the way we conduct our elections to ensure that your
vote matters. Also, I will work to stop unethical lobbyists from keeping your voice from being heard by our
government. As a former member of Governor Napolitano’s Cabinet and having previously served as your
Arizona Registrar of Contractors, I have the experience of fighting to protect consumers from scam artists
and crooks. The issues facing Arizona are much too important to be subject to partisan gamesmanship. My experience will work
for you. I am a small business owner, an attorney, and have served in state and local government. My wife is a school principal
and we are blessed with two wonderful children. My family provides me with ample evidence daily of the importance of this
election for Secretary of State. Let’s take this office back from the career politicians and return it to Arizonans.

Unless there is a “certificate of election, signed by the secretary of state” there is no election. And unless
there is a computer verifying hand count of at least 5% for each type of ballot cast in the 2008 Presidential
Election, Arizona’s Secretary of State, Ernest Hancock, will not be signing anything. Those that know
me know this is exactly what will happen. www.MyBillofRights.org - www.FreedomsPhoenix.com - www.

I have worked vigorously to ensure integrity in our election process. My administration has done more to
bolster accuracy in voting and security in election procedures than any previous administration. With my
leadership, Arizona leads the nation in election reform. I’ve replaced our antiquated voting devices (no more
hanging chads) with proven technology that includes an auditable paper record. I held firm on implementing
proof of citizenship and identification at the polls requirements as passed by the citizens of Arizona via
Proposition 200. I streamlined the voting process for all military and overseas voters. For the first time ever,
soldiers serving abroad can vote in our elections by fax. Voter registration has increased under my guidance
to the highest rate than any time in recent Arizona history, including an 18 percent increase in 2004. I’m proud to be endorsed
by Senators Jon Kyl and John McCain, Congressmen John Shadegg, Jeff Flake, J.D. Hayworth, Jim Kolbe, Trent Franks, and Rick
Renzi, and Senate President Ken Bennett, and Speaker Jim Weiers. Integrity in our elections. Increased voter registration. Streamlining
government and assisting our military soldiers. I’m a proven leader and deliver on my commitments. I ask for your vote.

Skip Rimsza served as Mayor of Phoenix for nearly 10 years. During his term Phoenix was recognized many
times for its efficiency, strong financial controls and a focus on customer service. Skip was a driving force
in bringing the Translational Genomics Center to Arizona, protecting Luke Air Force Base, developing mass
transited, improving the freeway system and broading the states tourism business. He did this while keeping
the his cities financial rating the highest of any city in America. Skip wants to bring this kind of leadership
to the State of Arizona as your Secretary of State. Newspaper editorials describe Skip this way: “This guy
is a mover, a doer, a roll-up-your-sleever one who yearns for service and relishes the search for solutions to
problems”… “He is substance and surprise and solution.”…Rimsza Stands alone with the qualifications he has demonstrated during
his tenure and the courage he has shown in speaking out strongly when others are inhibited by fear of political consequences.”

Since becoming your Attorney General in 2003, I’ve worked hard to protect Arizona’s families. I’ve fought
crime, especially the danger of methamphetamine, by stopping meth cooks from getting the materials needed
to make meth. I set up a border task force to attack “coyote” organizations which smuggle drugs and illegal
immigrants from Mexico, seizing millions in assets. I have moved aggressively against child abuse and public
corruption in Colorado City. I believe the Attorney General should be Arizona’s top consumer advocate. I
helped win a $325 million national settlement with Ameriquest that stopped their predatory lending practices,

West Point Graduate. Gulf War Veteran. Deputy Maricopa County Attorney. These opportunities to
serve our nation and community give Bill Montgomery the necessary background and experience to tackle
the challenges facing Arizona’s chief law enforcement officer and top attorney. With the nation’s highest
crime rate and the impact and effects of illegal immigration on our state, Bill Montgomery will seek and
take advantage of opportunities to provide leadership to our law enforcement community and partner with
federal agencies to reduce crime and stem the tide of illegal immigration. In addressing child safety, Bill
Montgomery will be a strong advocate for protecting Arizona’s most innocent and defenseless citizens – our
children. To deter future victimization of children, Bill Montgomery believes that lifetime sentences for child sexual offenses are
the surest means of preventing repeat child sex offenders. Having come from a difficult background where welfare was sometimes
the only source of income, Bill Montgomery understands firsthand how tough it can be to provide for your family and so he has no
tolerance for criminals who prey on our citizens through fraud and theft. Arizona can choose strong leadership and decisive action
in this election for Attorney General. Arizona can choose Bill Montgomery.

During my 25 years in Arizona, I have served the state as a teacher, business leader, and Commissioner. As
a mother of three, a community college professor, and a former math and science teacher, I understand the
need for quality education to make our economy strong. As State Treasurer, I will foster the development of
future technologies like Intel and Google. Owning a small business that supports the biosciences, I know
how to attract these industries as well as support small businesses. As cofounder of an Arizona Alternative
Energy coalition I will continue to promote renewable energies. Together we can create the jobs of the
future and invest in our children. In order to achieve growth, prosperity, and security we must bring the state
together under a common goal. I will focus on collaborative and non-partisan methods to achieve results. I am a Commissioner on
Governor Napolitano’s Citizens Finance Review Commission and have served on Governor Hull’s Arizona Partnership for the New
Economy. In addition, I am the Vice Chair, Executive Committee for the City of Phoenix Bond Program 2006, Chairwoman of the
US Indian American Chamber of Commerce for Arizona, and Advisory Board Member for a new Community Bank.
Dean Martin

A strong advocate for open government, Senator Dean Martin authored numerous sunshine laws to require
government to promptly respond to public records requests, earning him the “Freedom of Information Award”
for his leadership in opening government records to the public. As Finance Chairman, Senator Dean Martin
has protected Arizonans from tax increases and has been recognized nationally as a “Hero of the Taxpayer.” He
sponsored and passed legislation that repealed Arizona’s Death Tax, eliminated the Marriage Tax Penalty, ended
decades of automatic inflationary income tax increases, and lowered the commercial property tax assessment ratio
without any shifts to other classes. This year, Sen. Martin sponsored individual income tax relief and a repeal
of Arizona’s last statewide property tax and authored reforms to prevent government from collecting more property taxes just because
the value of your property increased! Dean has also authored laws to protect funding for schools, protect Arizona retirement system
investments and improve long-term retirement system stability. Senator Martin also authored Arizona’s landmark anti-spam law, giving
citizens tools to fight back against spam. Senator Dean Martin is a small business owner and entrepreneur, and is currently the Senate
Finance Chairman, Judiciary Vice-Chairman, and senior member of the Appropriations committee.

Candidates for Superintendent of Public Instruction
Slade Mead
Party: Democratic Campaign Funding: Participating Web: www.slademead.com
The superintendent oversees a $6.5 billion budget. Arizona deserves a superintendent who supports our
public schools. This election is about implementing sound public policy, professional integrity and being a
champion for public education. As a parent, a teacher, school board member and state senator, I have been
active in our schools at many levels. I am alarmed by our current superintendent’s failures. As superintendent
I would oppose a corporate tax credit voucher for private schools; whereas, our current superintendent
supports one. I would support higher teacher salaries to help attract and retain quality teachers; whereas,
our current superintendent testified against such a raise. I support an AIMS test based on a positive model
called Body of Evidence (see www.slademead.com) that helps our children. The current superintendent deceptively touts a 98%
AIMS passage rate (the actual rate is closer to 70%). His claim fails to account for the dropouts, the lowering of the passing score
(HS math is 59%), the removal of third year math questions and the augmentation of the test whereby one passes the math portion
with as few as 6 correct answers out of 56 questions! Ask a teacher—It’s that important. I welcome your support.

Who should lead Arizona’s schools: another politician or an experienced educator?
I am the only candidate who has taught in a public school classroom. This gives me a uniquely qualified
perspective to lead Arizona’s schools. There is no substitute for first-hand experience working with students,
teachers, and parents every day in our public schools. While teaching 6th grade math and science in
Oakland, I was nominated for California’s Middle School Teacher of the Year Award. I was also elected
to the California Teachers’ Association State Council of Education, where I assisted in drafting legislation
to address issues of educational disparity. For the last 5 years I’ve served as Teach For America’s Executive
Director in Phoenix: Increasing teacher placements by 150% and moving Arizona from the lowest to the highest performing region
in the country. Arizona deserves top-notch public schools, and I believe that every one of our children has the right to a free and
excellent public education. I am a lifelong Democrat and experienced educator who is asking for your vote to become Arizona’s
next Superintendent of Public Instruction.
Tom Horne

Tom Horne has emphasized academic rigor in the classroom. Arizona students now perform above the national
average on the Terra Nova (the test that compares them to students nationally), the SAT and ACT. Some of
Tom Horne’s initiatives: Teaching English Language Learners: Now, students entering school, who need to
learn English, are immersed in English (not bilingual), so they learn it as quickly as possible and can then
compete with native English speakers. Academic Accountability - Schools: Intense focus on accountability of
schools ensures that never again will students attend schools where they do not learn. Academic Accountability
- Students: Horne is working hard to hold students to objective standards of performance, so that students will
acquire skills they will need to survive in the economy of the future. Classroom Discipline: Created a successful statewide initiative
to help schools support their teachers in maintaining classroom discipline. Character Education: Character education programs
emphasize universal values like trustworthiness, respect, responsibility, fairness, citizenship, and caring. History Standards: Revised
the history standards to emphasize areas neglected in the past: Declaration of Independence, the Constitution, the Revolutionary
War, the ideas on which this country is founded, and the Greco-Roman basis for western civilization.

years in the Arizona House of Representatives. During his tenure he held key leadership positions such
as Speaker Pro Tempore and was Chairman of the Public Institutions & Universities, Environment, and

I have been in mining and mine safety my entire career. I grew up in Coolidge on a farm and after the Army,
went to work in mining. First in Leadville, Colorado, where I met my wife of 49 years, then quickly moved
back to the desert and worked at Magma Copper in Superior. After experiencing that too many good people
were getting hurt in mining, I left after 16 years to became a Federal Mine Inspector where I felt I could do
the most good for the safety of miners. As a Federal Mine Inspector I received training at the Mine Safety
and Health Academy, FBI trained for accident investigation and became an Industrial Hygienist. Most of
my 22 years as a Federal Mine Inspector was as a supervisor overseeing the safety of miners in numerous
states and managing a multi-million dollar budget. After I retired from the Mine Safety and Health Administration, I worked in the
Arizona State Mine Inspector’s office, for six years as Manager of Operations and left in 2001. Because of my experience you won’t
have to pay my salary for me to learn the job, I have been doing this my entire life.

Candidates for Corporation Commissioner
Richard Boyer
Party: Democratic Campaign Funding: Participating Web: www.boyerforazcc.com
Tired of the rising costs of utility bills? Senator Ric Boyer is a proven leader and consumer advocate who
will: fight for the consumer against “rate shock” caused by increasingly higher utility bills, insure that the
utility companies provide affordable, adequate and dependable power and clean and safe water, lead the state
in developing a comprehensive energy plan, aggressively pursue the development of clean alternative energy,
protect consumers from in-state securities fraud and investment scams, and improve the regulation and
oversight of the formation and filings of corporations doing business in Arizona. His distinguished career as
a judge (Bisbee Municipal Court), lawyer, educator and three-term state senator (ret. NH), where he earned
the reputation as a tough consumer advocate for his courageous stands on consumer and utility issues, has prepared Senator
Boyer well to face the challenges of serving on a broken Arizona Corporation Commission. Please join Governor Janet Napolitano,
Attorney General Terry Goddard and the many Arizonans who are moving Arizona forward by voting for Richard (Ric) Boyer.
Mark Manoil
Party: Democratic Campaign Funding: Participating Web: www.manoil2006.com
I’m running for the Corporation Commission to bring new energy to Arizona. The Commission’s power affects
the way we use energy and water, and create new businesses. The incumbent Commission has recently
approved huge utility rate hikes, and demonstrated no will to break the cycle of soaring rates. Meanwhile
most Arizonans wonder why we have done so little to develop our abundant renewable resources, like solar
and wind power. The Governor, legislature, and Corporation Commission all address this subject separately,
often at cross-purposes. I will work to hold rates low and stable, find ways to use energy more efficiently, and
diversify our energy mix toward more sustainable, local sources. This will create well-paying jobs in the state
and conserve our scarce water resources. Arizona needs a coherent plan and clear goal to work toward, which harness the creative
energies and capital of our entrepreneurs. Investing in our own energy future is one of the brightest economic opportunities we
face as a state, and a common sense way for us to reduce our dependence on and vulnerability to imported fuels. Vote for Mark
Manoil to bring new energy to the Corporation Commission and to Arizona for the brighter future we deserve.

Technological University, where he graduated first in his class in 1969. After moving his family to Arizona
in 1977, he earned an MBA at ASU in 1986. Rick clearly has the qualifications to serve on the Corporation Commission with
his engineering experience and business background. But more important than his knowldge and experience, Rick has Libertarian
convictions and a belief that THE BEST GOVERNMENT IS LESS GOVERNMENT. Rick will work to eliminate government
waste and to make it easier for businesses to do business in Arizona. Vote for Rick Fowlkes for Corporation Commission.
Kris Mayes

Corporation Commissioner Kris Mayes has spent the past three years fighting for ratepayers and consumers.
A nationally recognized advocate of solar energy, Kris successfully led efforts to increase the amount
of renewable energy – solar, wind, biomass and landfill gas – produced in Arizona. She held monopoly
utilities accountable to their customers by asking why they spend so much money on advertising, sports
sponsorships, and executive bonuses during a time of rising energy costs. As the state grows in the midst
of a record drought, Kris has worked to mandate that developers use more effluent, rather than fresh water,
on golf courses. Kris also successfully led the fight to prevent big developers from forcing a high voltage
power line over the homes of an existing neighborhood in Pinal County. With an eye toward railroad safety in our neighborhoods,
Kris persuaded Union Pacific not to place a dangerous storage facility next to a Tempe high school and hospital. Kris also took on
pipeline giant Kinder Morgan, making a trip to Texas to ask their CEO to replace and expand Arizona’s aging gasoline pipelines. A
Prescott native, Kris received an MPA from Columbia University, a law degree from ASU and a B.A. from ASU.

Fifteen years ago, when serving in the National Health Service Corps, I chose to come to Arizona. Since
then I’ve worked with the homeless in central Phoenix, meth addicts in rural clinics, and everyday folks
in my private practice. I’m running for Senate to work on problems our legislature has ignored. We
all face rising medical bills. As a doctor, I will fight to make health care affordable. We all get stuck in
traffic. I’ll lead the way for smart growth, especially needed roads, commuter rail, and sustainable water.
We all get hit with high gas prices. I’ll work to make Arizona the leader in renewable energy and free
us from foreign oil. Too many families are torn apart by addiction—leaving struggling single moms and
grandparents raising grandkids. As an addiction doctor and a gun owner, I also know that substance abuse is the real cause
of crime. I’ll spearhead forced treatment of criminal addicts—tough programs proven to save tax dollars, reduce crime and
restore families. For five years Washington ignored the border. Let’s fix it with federal money, not ours. As your senator, I’ll

We need a State Legislature that represents the public’s views on education, economic development and
crime reduction. As someone who was born in Arizona, I have a strong commitment to this State. I went
to the University of Arizona for Law School and an MBA and I know how much a strong public education
system means to Arizona’s future. Education is an investment that will reap financial rewards for our State
by helping us recruit high-tech, high-wage jobs. Education will enable us to sustain a growing economy and
a future of progress. As a former prosecutor, I am all too familiar with our rising per-capita crime rate. I
know that to combat crime and better our community we must not focus solely on punishment, but also on
crime prevention. In this way, we can make sure that our finances are secure and our neighborhoods are safe for our children. I
plan to gather broad based support through promoting a common agenda in which the majority of Arizonans believe. Creating a
stronger economic climate in Arizona, a better educational system and safer streets are not partisan issues, but are issues that have
been neglected. It’s time for policies, not politics.

Dear Voters: Citizens in LD-9 deserve a State Senator who believes in working with voters and elected
officials at ALL levels, whether they be Republicans, Democrats, or Independents. This takes a leader with
the record and willingness to listen and cooperate. Steve Poe has proven to be the kind of leader who will
work for the public first, not the party. In his six years on the Peoria City Council, issues were his concern,
not party dogma or affiliation. Steve Poe believes Legislators should work with the leaders you have elected
to local school boards, city councils, fire or recreation districts, or the county board of supervisors to make
your government better. Steve believes the state should continue state-shared revenues with cities, as
promised by previous legislatures. Steve believes the state has good reason to promote education for public and higher education
institutions. He is also committed to the curtailing of party grandstanding and cronyism. Steve Poe is willing to back his promises
with bipartisan cooperation. What more could you ask? Please give reason and cooperation a place in the AZ Legislature. Vote
Steve Poe for State Senate, LD-9.
Robert "Bob" Burns Party: Republican Campaign Funding: Nonparticipating I would like to take this opportunity to thank the voters of Legislative District 9 for the privilege and honor in selecting me to serve you for 12 years in the Arizona House of Representatives and currently as your State Senator. Many of those elected to the State Legislature are there supporting and advocating for the spending interests, it has always been, and continues to be my goal to advocate for the taxpayer, those of you who provide the resources to support the required government functions. For 8 years in the House and currently serving as the Appropriations Committee Chairman in the Senate it has always been my policy to act as a gatekeeper as opposed to a gift giver of taxpayer’s money. With your vote I can return to advocate on your behalf: For improved oversight and efficiency within State Government. Increased accountability of state spending at all levels within every agency. By standing solid against the overactive appetites of the spending interests. I am requesting and appreciate very much your support and vote in the Sept. 12th primary.

As your State Senator I will work hard to keep Arizona safe, strong, and prosperous by providing leadership
that is innovative and sensible. I believe that Arizona’s expansion and growing tax revenue provide us with the
opportunity to become the most modernized population center in America. Getting there requires a long term
plan that invests in Arizona’s people by fully funding education, public services, transportation, and a clean
environment. By building a strong and robust Arizona we will attract the high tech corporations and business
leaders who will help move Arizona forward. I will support tax incentives for small business owners that will
help them provide affordable health care for employees and fuel the engines of innovation at the same time.
The Republican party’s majority in the current legislature has resulted in a culture of arrogance that eliminates the fundamental
principle of debate and compromise to achieve the best result for the people of Arizona. Instead, public education has declined to a
disgraceful low, transportation and public safety lag behind, and wages have not kept up with the increasing cost of living. I believe
there is a better way and I will work hard for the people of Arizona.

During the last four years, our State has made significant progress. With Governor Napolitano’s leadership,
we have turned a billion dollar deficit into a billion dollar surplus. Our schools are improving. Steps have
been taken to secure our border. But we can do even better. From education to public safety, the legislature
has chosen to play politics at the expense of our children’s future and the safety of our families. Instead of
heeding our law enforcement officials’ warnings about the growing methamphetamine plague and its impact
on our families, our legislators side with special interests and keep this drug’s ingredients on store shelves and
in dealers’ hands. As co-owner of Runner’s Den, I know the importance of fiscal responsibility. As an active
public school volunteer, I know the critical importance of providing our children with a quality education. As a mother, I know
nothing is more important than the safety of our families. I am ready to provide the leadership that District 11 deserves. My years

principles are derived from my faith, my military service, and my experience. As a young man I served in the

devotion to the reform of our pitiful immigration laws, to the completion of our West Valley freeway corridors,
to tax relief, and the protection of our jobs. Our district is one of the fastest growing legislative districts in
the State of Arizona, which means growing burdens on our government’s top priorities: our devoted teachers,
our firefighters, and police officers. I am not afraid of asking the hard questions on the most controversial issues, even if it means
ruffling a few feathers. The government should be accountable for all of your tax dollars and should fix, modernize, or eliminate the
old programs before creating all new ones. I am deeply grateful for the opportunity to serve you.

During the last twelve years I have been a progressive voice in a very conservative legislature. Issues such as
education, tax policy, and neighborhood revitalization have been top priorities for me in the State Senate. I
have joined Governor Napolitano in fighting for increasing teacher pay, decreasing class size, and requiring
financial and academic accountability in our schools. This year I sponsored legislation that would stop
municipalities from giving tax incentives to big retailers such as Wal-Mart. These tax giveaways have had
a detrimental effect on small Arizona businesses. Three generations of my family have grown up in central
Phoenix. This has made me a strong advocate of keeping our city dynamic and strong. Over the years I have
sponsored or co-sponsored legislation to clean up blight in our neighborhoods, rid our city of slumlords, and makes people responsible
for maintaining their property. My commitment to protecting our environment has continually earned me an A grade from
environmental organizations The Sierra Club has endorsed my candidacy once again. Please vote for me in the November election.

central Phoenix revitalization efforts led by artists, small business owners, and homeowners in the area need
to be supported at the state level. In order to accomplish this, the State must work as an ally to cities and
neighborhoods to continue and assist the work that has been started. One day we will not be known just for
our beautiful national monuments, travel and leisure activities, but as an exciting, cutting edge, safe, and
diverse mix of communities and environments, offering an excellent opportunity to raise a healthy family, grow a business, or begin a

Abandoned teachers, ignored parents and cheated student. These are not my words. This was the headline

longer can we afford to wait as two out of every three kids in the district can not read at their grade level?

to achieve the best education system, business opportunities, and quality of life in the nation. I support

future transportation and resource needs. I believe that fiscal responsibility and proactively meeting the
needs of our citizens are mutually compatible goals. Most importantly, I believe that while the legislature must always function as

As your State Senator, I have worked to bring justice to the interests of the worker, the community and the environment.
I am committed to responsive leadership that listens to all, including the weakest: our children, the
elderly, and the mentally and physically disabled. I support education policies that promote academic success
among all children and specifically those most vulnerable. I promote tax policies that are fair to all Arizonans
while keeping in mind the need to maintain and build the State’s infrastructure for continued growth. I worked
closely with the Greater Tucson Neighborhood Association, Pima County Interfaith Council, local elected
officials, trade groups, Unions, and individual constituents to protect and build upon the integrity of our
communities. I received an early endorsement from the Sierra Club for “demonstrating an outstanding commitment to environmental
protection in our state.” I also received an early endorsement from the Arizona Education Association for “commitment to public
education and dedication to Arizona’s children, teachers and education support personnel.” It has been a pleasure to work for and on
behalf of my constituents. I look forward to earning the opportunity to continue this rewarding work. For more information, please

Experience counts. With only 3 Democratic Senators from Tucson, it is wise to elect a seasoned, legislator
to the Senate seat vacated by Gabrielle Giffords six months ago. In my two terms in the House, I gained the
legislative skills and working relationships needed to be your advocate. My success as a minority member
in a Republican dominated legislature is measurable. I focus on bipartisan, cooperative legislation. The
Governor signed 81 of the bills that I sponsored and co-sponsored over the last four years. Legislative
initiatives included protecting the integrity of our election system, protecting incapacitated and vulnerable
adults, civil rights and environmentally sound cost-effective energy sources. I was the architect of the
Arizona Student Work-Study bill to increase state student financial aid. I worked hard to be the First Clean Elections Candidate in
Southern Arizona in 2000. A veteran educator, I earned my PhD in Anthropology from Stanford, serving on the UA faculty since
1971. I was a visiting scholar at Oxford and obtained a Fulbright award. The UA Alumni Association voted me its Distinguished
Citizen for 2005. I am the Ranking Democrat on the House Higher Education (UTTC) and the House Committee on Government
Reform and Financial Accountability.

Voters face stark choices this September. Should the Legislature remain in the hands of those who daily
demonstrate ethical conflicts? Why not give Governor Napolitano a legislature that works with her, not
against her? Simply for partisan politics the current majority fought every proposal she made. They tried to
gut Clean Elections even while supporting a member guilty of abusing Clean Elections who wouldn’t vacate
his seat. They use immigrant policy as a political game. They pander for votes using the referendum process
and deliberately create divisive public policy. Those aren’t my priorities; they shouldn’t be yours. Our Governor
has a steady, reliable hand. She fought stiff resistance to create a $1.4 billion surplus while improving our
schools even after inheriting a state government in disarray and a $1 billion deficit. Her actions put our state on the road to stability
and prosperity. Much work remains. Too many kids leave school without graduating. That dooms them to poverty, creating future
social service burdens. We need to support federal efforts to secure our border. We must make investments that attract well-paying
jobs. I will make these improvements my high-priority list. I ask for your vote on September 12.

I am a third generation native Arizonan and am completing my third term in the Arizona Senate. It has been
a privilege to serve the last four years as Senate Majority Leader; Southern Arizona’s first in more than 16
years. Last year I was honored by the Vail School District with the Distinguished Service Award for my support
of education. I pledge to continue to promote a strong education system. Throughout my time in office,
I have worked hard on issues surrounding illegal immigration. I sponsored legislation that ended loopholes
allowing illegal immigrants to get Arizona Drivers’ licenses and created the crime of human smuggling to
enable prosecution of coyotes that bring illegal aliens across our border. This last session, I sponsored the
Castle Doctrine which further protects your right to self-defense and the Private Property Rights Protection Act. With the improvement
in revenues, I advocated for property and income tax cuts, equitable funding for the UofA and UofA South, the Southern
Arizona Veteran’s home, trauma services funding for UMC and funding increases for home and community based services for the
elderly. I will continue to work hard to represent our district and respectfully ask for your support.

Wesley Edmonds Jr
Party: Democratic Campaign Funding: Participating Web: www.home.earthlink.net/~wesleyle
My wife Aaronetta and I have been married for 44 years and have three children. We moved to Arizona in
1995 to enjoy the small-town atmosphere? I have founded and managed several small businesses, most
recently providing technology consultants to corporations worldwide. My priorities are: Education: Arizona
students deserve the very best. The Legislature should: assure that voluntary all-day kindergarten is available
to every child and family in Yavapai and Coconino Counties; make college more affordable so students in
rural Arizona have the same opportunities as Phoenix children; increase teacher compensation to competitive
levels; and require more ongoing training. Immigration: If we cannot control our borders, we cannot control
immigration. Tough border control should be the first priority and we must address the impact on local communities. Healthcare:
Healthcare is a shared responsibility of business, citizens and the government. I will work to make Arizona a leader in innovative,
cost-effective solutions to our health care crisis. Environment: In order for Arizona to continue its economic growth, we must be
better stewards of our natural resources. We have an opportunity to make Arizona a pace-setter in solar power and alternative fuel
technologies that will reduce our dependence on foreign oil.
Noel Campbell
Party: Republican Campaign Funding: Participating Web: www.noelcampbell.com
The Number One Issue facing Arizona is the crisis of illegal immigration and the impact that it has on our
State’s resources in areas of education, health, welfare and criminal justice. With 27 years experience as a
U.S. Customs Officer, I know that it is possible to secure our border. We must accomplish this. The Number
One Issue facing District One is water. As population has increased, water has become a complicated issue
and cannot be wasted. I support protection of the Upper Verde River, and all conservation efforts. It’s vital
to make our highways safer, especially Highways 69, 260, and I-17. I support initiatives for major road
improvements. Another priority I support is funding to clear and protect our treasured forests. I served as a
Navy Pilot in Vietnam, receiving the Bronze Star, U.S. Air Medal, U.S. Presidential Unit Citation and the Vietnam Service Medal.
I retired from the Navy Reserves as a Commander. My U.S. Customs experience included work on the Mexican Border, in South
America, and at the Pentagon. Recently, I have worked with the Forest Service flying fire fighting aircraft. Learn more: www.

Bryan Detwiler
Party: Republican Campaign Funding: Participating Web: www.bryandetwiler.com
Bryan Detwiler is a known grassroots Conservative with a proven and principled track record. As Executive
Director of the Old Town Mission, Bryan has demonstrated strong leadership in founding a Health Center
to the uninsured; and developing outreach services to low-income families and individuals. Innovative initiatives
such as these result from Bryan’s belief that solutions to pressing issues are best accomplished, not by
reliance on government alone; but rather, through partnerships with individuals, churches, non-profits and
local businesses. Bryan has hands-on experience. He is an elected member of the Mingus Union High School
Governing Board and serves on the State Workforce Policy Council, Yavapai County Community Foundation
Advisory Board, K-9 Law Enforcement Committee and State Faith & Community Based Initiative Council. He has served as alternate
to the Yavapai County Water Advisory Committee, Legislative Delegate for the ASBA and currently serves as President of the Mingus
Mountain Republican Club. Bryan has been married for 16 years and has two children. He is pro life, supports the traditional definition
of marriage, and is an ardent supporter of the Second Amendment. When elected, he promises to be an aggressive policy leader
on issues such as Illegal Immigration, Roads and Water.
Lucy Mason
Party: Republican Campaign Funding: Participating
Lucy Mason represented District One for the past four years. She has served on many committees, and
currently is serving as Vice-Chair on Appropriations, and is a member of the Natural Resources & Agriculture
and the Universities, Community Colleges & Technology committees. She is Chair of the Ad Hoc Renewable
Energy Committee and has enacted into law several energy bills that conserve water and reduce utility bills.
She is an effective legislator and consensus builder. Lucy is a strong voice for Rural Arizona and small business.
She continues to fight for fiscally responsible budgets that provide reasonable tax cuts, avoid deficits,
and meet the critical needs in Arizona for roads, public safety, education, Veterans, children, and healthcare.
Lucy believes it is critical to secure our border. She met with federal Homeland Security officials and as a result, proposed a border
security plan that increases law enforcement on the border immediately, deports criminal illegals quickly, and protects Arizona
citizens by providing resources that support the federal government’s plan, rather than duplicating it. Lucy is a strong advocate for
renewable energy, water, and our forests. Lucy is a proven, fiscally responsible, experienced and conservative legislator that tackles
tough issues with common sense.

Ann Kirkpatrick

I am proud to serve District 2 and to work for improving public education, protecting Arizona’s children
and getting high paying jobs to our state. Arizona now has the resources to make wise investments in our
quality of life, thanks to a budget surplus in excess of $1 billion. While there are those who want unlimited
corporate tax credits, I am determined to fund better schools, services to our communities and resources
that will make neighborhoods safer. I continue to fight for our fair share of state revenues for education,
healthcare and economic development. I support life-long learning, from optional full day kindergarten to
our universities. Northern Arizona University needs dedicated resources to provide a quality and diverse
education. I am a native Arizonan with deep roots in Northern Arizona. My mother was a school teacher and my father owned
and operated Lee Mercantile in Whiteriver. I was born in McNary and graduated from Blue Ridge High School. I care about my
district and am working to ensure Rural Arizona is not forgotten at the State Capitol. Committees: Ways and Means, Ranking
Member; Natural Resources, and K-12 Education. Recipient of the Commission of Indian Affairs 2006 Leadership Award.
